Abstract
The Basic Plan for Forest and Forestry is formulated to realize the basic principles of the Basic Act on Forests and Forestry, which are the multifaceted functions of forests and the sustainable and sound development of the forestry industry, and to comprehensively and systematically promote measures related to forests and forestry. The planning period is 2001-2005.
The basic policies on measures concerning forest and forestry are proposed in the Plan: 1 demonstration of multifaceted forest functions; 2 sustainable and sound development of forestry; 3 securing supply and utilization of forest products.
Measures related to demonstrating the multifaceted functions of forests contain: (1) Promotion of forest maintenance which (1) Systematic promotion of forest management according to the functions to be Emphasized; (2) Support for ensuring activities in the region that are indispensable for the appropriate implementation of forest management; (3) Prevention and restoration of mountainous disasters; (4) Prevention of damage from forest diseases and pests; (5) Technology development and dissemination; (6) Contribution to the prevention of global warming; (7) Ensuring forest conservation; (8) Promotion of forestry promotion and guidance projects according to regional characteristics; (9) Promoting permanent settlement in mountain village areas through increasing employment opportunities and improving the living environment; (10) Promoting voluntary activities by citizens; (11) Exchanges between cities and mountain villages; (12) International cooperation and contributions.
Measures for sustainable and sound development of forestry include: (1) Establishment of desirable forestry structure; (2) Development and securing of human resources; (3) Measures for forestry labor, including improvement of employment management, occupational safety and health; (4) Promotion of activities of forestry production organizations such as cooperatives; (5) Compensation for losses due to forestry disasters.
Measures to secure the supply and use of forest products are proposed in the Plan. Measures for sound development of the timber industry include: (1) Management of national forests; (2) Strengthening the business base of the lumber industry; (3) Rationalization of distribution and processing. Measures for promoting the use of forest products include: Dissemination of knowledge and provision of information to citizens regarding the significance of using forest products; Cultivation of new demand for forest products; Measures concerning imports of forest products; etc.
