Abstract
The previous Basic Plan for Forest and Forestry was formulated to realize the basic principles of the Basic Act on Forests and Forestry, which are the multifaceted functions of forests and the sustainable and sound development of the forestry industry, and to comprehensively and systematically promote measures related to forests and forestry. In light of changes in the situation surrounding the forest, forestry, and timber industries, this Basic Plan for Forests and Forestry is formulated. The planning period is 2006-2010.
The measures are designed in the Plan to achieve the objectives regarding the multiple roles of forests as well as the supply and usage of forest products.
Measures to demonstrate the multifaceted functions of forests include: Promotion of forest maintenance; Ensuring forest conservation; Development and dissemination of technology; Promotion of settlement in mountain village areas; Promotion of voluntary activities by the public, etc.; Interaction between cities and mountain villages, etc.; International cooperation and contribution.
Measures for the sustainable and sound development of the forestry industry include:Establishment of desirable forestry structures; Development and retention of human resources; Measures related to forestry labor; Promotion of activities of forestry production organizations; Compensation for losses caused by forestry disasters.
Measures for the supply and use of forest products include: Sound development of the timber industry, etc.; Promotion of the use of forest products; Measures concerning the import of forest products.
In addition, the Plan promotes to strengthen cooperation between national forest and private forest on conservation of watershed, stable supply of timber, support for forest environmental education, etc.
