Abstract
The Forest and Forestry Basic Act directs Japan’s Forestry Agency (FA) to update its Forest and Forestry Basic Plan every five years. The Forest and Forestry Basic Plan serves as a guideline for the nation’s medium-term forestry policy. This Plan covers the period of 2011-2015.
The guiding principles of the Plan include: (1) Promotion of initiatives based on trends since the formulation of the previous Basic Plan (2) Promotion of Forest and Forestry Revitalization Plan (3) Measures against global warming and biodiversity conservation (4) Response based on domestic and overseas lumber supply and demand (5) Seeking a way to recover the Japanese economy and promoting mountain villages (6) Efforts for reconstruction from the Great East Japan Earthquake.
Specific measures proposed in the Plan for the demonstration of multifaceted functions of forests include: Circulation of forest resources, etc. Promotion of guidance to multi-storied forests to further demonstrate public functions; Establishment of forest management with cohesion; Dissemination and establishment of highly effective forest planning systems; Promotion of road network development; Guiding diverse forests and conserving biodiversity in forests; Promotion of measures to prevent global warming and adaption; Promotion of national land conservation; Appropriate designation and management of protected forests and promotion of effective mountaineering projects; Promotion of effective forest damage countermeasures according to the habitat trends of wild birds and beasts; Promotion of mountain villages that support forests; etc.
Measures for sustainable and healthy development of forestry include: Establishment of desirable forestry structure by fostering efficient and stable forestry management and promotion of business intensification; Establishment of a low-cost and efficient work system; Development of human resources such as foresters and on-site technicians.
Measures for securing supply and utilization of forest products include: Establishment of efficient processing and distribution system; Expansion of timber use; etc.
