MIDORI BOOST: Green Acceleration GX Plan.

This Green Acceleration GX Plan is a policy document at the national level issued by the Ministry of Agriculture, Forestry and Fisheries of Japan to accelerate implementation of the national "Green Food System Strategy". It responds to growing concerns over climate change, unstable international conditions, and food security, while seeking to promote green transformation (GX) across the food, agriculture, forestry, and fisheries sectors. The Plan aims to strengthen the sustainability and resilience of the national food system by mobilizing private investment, fostering innovation, and enhancing cooperation throughout the food supply chain. It sets a concentrated agenda to 2030 with longer-term technology development to 2040 and societal implementation to 2050. The Plan highlights milestones and indicators such as organic area expansion targets, J-Credit targets, and use of events like GREEN×EXPO 2027 to build public understanding. Institutional responsibilities, stakeholder convening, and timelines for concentrated action through 2030 are specified.
The Plan identifies priorities for expanding GX investment into food, agriculture and rural areas and for strengthening food security and environmental outcomes. The Plan presents five cross-cutting challenges and a set of concrete directions: (1) improve predictability for GX investment through mapping technology phases and market size projections and by identifying promising technology seeds; (2) prepare investment receptacles in rural areas by creating regional value chains, impact and support certificates (e.g., "natural co-existence sites" support certificates), and promoting regional circular economies with biomass and renewable energy; (3) deploy diverse financing tools including blended finance, public investment vehicles and green bonds; (4) promote overseas deployment of food-and-agriculture GX technologies through consortia, international partnerships and JCM-linked project formation; and (5) clarify principles for regenerative agriculture adapted to Japan's monsoon and paddy-rice contexts.
Specific technical areas include perovskite and organic thin-film photovoltaics, bio-stimulants, domestically sourced biomass products, plant factories, AI and remote sensing, and heat-tolerant varieties. Implementation is led by the Ministry with inter-ministerial coordination and engagement of private sector actors, financial institutions, and local governments.
