Abstract
This national strategy, issued by Japan's Ministry of Agriculture, Forestry and Fisheries, sets out a mid- to long-term plan — the “Green Food Systems Strategy” — to reconcile productivity improvements in food, agriculture, forestry and fisheries with environmental sustainability through innovation. As a government-led cross-sectoral policy, the Strategy responds to challenges including an aging agricultural workforce, climate change, environmental degradation, disruptions to supply chains, and growing expectations related to SDGs and carbon neutrality. It presents a comprehensive set of measures across the supply chain and natural capital (land, forests, marine), emphasizing innovation, stakeholder cooperation, and transformation in production, processing, distribution, consumption, and rural communities.
The Strategy establishes a two stage approach: development of innovative technologies and production systems by 2040, followed by their widespread social implementation by 2050 through “green” policy measures. It promotes reduced dependence on imported inputs and fossil fuels, lower environmental impacts, circular resource use, renewable energy, digital technologies, smart agriculture, sustainable fisheries and forestry, and improved food supply chain efficiency.
Key 2050 targets include halving the risk-based use of chemical pesticides, reducing chemical fertilizer use by 30%, expanding organic farming to 25% of agricultural land, achieving net-zero CO₂ emissions from agriculture, forestry and fisheries, minimizing food loss, increasing automation and productivity in food industries, expanding renewable energy, strengthening carbon sequestration through forests and oceans, and establishing sustainable aquaculture and fisheries systems.
