Abstract
This Order establishes the procedures and regulatory requirements for notifying the relevant authorities about the manufacture or import of new chemical substances.
Article 1 defines the terms used in the Ministerial Order, which are consistent with those used in the Act on the Regulation of Manufacture and Evaluation of Chemical Substances (Act No. 117 of 1973).
Entities manufacturing or importing new chemical substances must submit notifications to the Minister of Health, Labour and Welfare, the Minister of Economy, Trade and Industry, and the Minister of the Environment, with details of the information required, such as the substance’s name, structural formula, properties, intended use, production/import quantities. Exemptions for small quantities, polymers, or low-production substances require additional confirmations.
