Abstract
This Act aims at inspecting the export or import of plants and domestic plants, and to control pests and diseases in order to prevent them from spreading and from threatening the stabilization and development of agricultural production.
The Act provides for the establishment of plant protection officers and plant protection staff in the Ministry of Agriculture, Forestry and Fisheries to be responsible for the quarantine and control of plants.
In addition, the Act sets out restrictions on the import of plants and their packing material or container except for those prescribed by ministerial ordinance or those which have phytosanitary certificates issued by the relevant government organizations of the respective exporting countries or copies of the same attached to them. The Act also provides for measures to execute the quarantine of domestic plants in order to prevent the spread of pests and diseases.
The Act further provides for: emergency actions to prevent the spread of pests; special measures for the control of specified pests; offences and penalties; etc.
