Abstract
The Agreement concerns the establishment of the Lake Victoria Fisheries Organization. Purpose of the Organization is to promote the conservation and sustainable utilization of the living resources of the lake.
The objectives of the Organization are to be achieved through the harmonized action of the Organs established by articles 4-9: 1) the Council of Ministers as the supreme body, responsible for the general management of the Organization; 2) the Executive Committee, whose members shall be the heads of fisheries management and fisheries research departments; 3) the Fisheries Management Committee with advisory functions on matters regarding the conservation and management of the living resources of the Lake (i.e. identification of problems relevant to general ecosystem health, introduction of non-indigenous species, conservation of indigenous species, etc.); 4) the Scientific Committee whose competence pertains to the field of research projects, data collection, statistical methods, etc.; 5) the Permanent Secretariat; 6) other committees, sub-committees and working groups established by the Organization.
Articles 10-24 concern, among other matters, national consultations, research access, funding, signature, ratification, accession, entry into force, amendment, interpretation and settlement of disputes. The Annex to the Agreement concerns the recognition of the Lake Victoria Fisheries Organization and the granting of privileges and immunities and is divided into two Parts: Part A makes general provision for the accordance of privileges, immunities and facilities; Part B concerns provisions specific for the State of Uganda.
Entry into force notes
The Convention is deposited with the Director-General of FAO and shall enter into force on the date of the deposit of the third instrument of ratification or accession (art. 19, para 4).
