Cotton Act.

This Act provides for the establishment of the Cotton Board of Kenya, defines its functions, powers and internal organization and regulates various aspects of the cotton industry including the exportation, processing and marketing of cotton. The Act consists of 44 sections divided into 10 Parts.
The Cotton Board of Kenya is established as a body corporate and shall consist of public officers and representatives of the cotton industry and cotton growers. The principal objective of the Board is to promote the cotton industry in Kenya. In particular the Board shall, among other things: (a) plan, monitor and regulate cotton growing and cotton ginning; (b) license and control ginners and other persons dealing with cotton; (c) regulate and carry out quality control of raw cotton and cotton ginning; and (d) regulate the export or import of cotton lint or cotton seed. The Board shall have the power to purchase cotton lint and shall control the ginning of cotton. No person shall carry out the ginning of raw cotton unless he or she holds a ginner's licence granted by the Board and no person shall export or import raw cotton, cotton lint or cotton seed except through the agency of the Board or a licensed cotton export-import agent unless he or she holds a cotton export-import agent's licence. There shall be a Cotton Licensing Advisory Committee with the function of advising the Board on the granting of licences. The Minister may declare infected areas and place restrictions on the use of movement of cotton or related products in such area.
