Abstract
These Regulations implement provisions of section 19 of the Dairy Industry Act, 2006, and apply in respect to dairy produce and the activities that affect the safety of dairy produce throughout the dairy value chain.
These Regulations’ purposes are: to enhance compliance to safety standards of dairy produce; to promote self-regulation in the dairy industry through adoption of global best practices; provide the mechanisms for the Board to oversight the dairy industry.
The Regulations define relevant terms, including: adulteration, that is the addition or subtraction of any substance to or from dairy produce which negatively affects its quality; cottage industry; milk; milk processing plant; potable water; sanitize.
Matters covered by the Regulations include: conditions for sale of dairy products, safety practises and related offences; labelling of dairy products and related offences; requirements for examining dairy products, including examining, testing, sampling and disposal of the products; general requirements for personnel, including sanitation requirements, water supply and prevention of contamination from engine and fuel emissions during transportation; storage and distribution requirements; regulation of milk safety in dairy farms, including dairy waste management and cleaning agents use; design, location and construction of milk collection centers and milk bars, including requirements for potable water; general milk dispensers requirements; milk processing establishments; requirements for maintenance of records.
