Abstract
These Regulations, made under provisions of section 147(1) of the Environmental Management and Co-ordination Act, apply to: sand harvesting and sand dealings, in order to establish a framework for sustainable utilisation of sand resources, and for good environmental practices during sand harvesting. The Regulations concern: functions and powers of the County Environmental Committees; establishment of a Ward Sand Harvesting Committee and definition of its functions; procedural matters; management of sand harvesting; functions of the authority, particularly: monitoring the rehabilitation of sand harvesting sites and the adjacent environment including access roads, riverbanks and catchment areas; ensuring sustainable utilisation of sand resources; on-farm, riverbed and lakeshore sand harvesting, and related procedures for soil restoration and protection; rehabilitation of designated sand harvesting sites; transportation of sand and issuance of environmental impact assessment licence; registration of sand dealers; environmental audit; resolution of disputes; penalties.
