Abstract
These Regulations, made under section 37 of the Fisheries Management and Development Act, provide for establishing beach management units for a designated fish landing station, in order to: strengthen the management of fish landing stations, fishery resources and the aquatic environment; support the sustainable development of the fisheries sector; improve planning and resource management, good governance, democratic participation and self-reliance; ensure production of safe and quality fish and fishery products; build capacity of the members for the effective co-management of fisheries; reduce or resolve conflicts in the fisheries sector. The Regulations concern: registration, functions and powers of the units; administrative structure and functions of the committees; membership of a beach management unit; conduct of business; support and supervision of beach management unit; financial provisions, fees, charges; standard operating procedures; fisheries research institution. Specific functions of the units include: ensuring adequate security at the fish landing station and any fishing vessels, nets or other equipment or structures within its boundaries; ensuring compliance with applicable hygiene standards in connection with the landing storage and safety of fish and fishery products; promoting the marketing of fish including the construction and supply of marketing facilities and organising fish auctions.
