Abstract
These Regulations, made under provisions of section 208(2)(e) of the Fisheries Management and Development Act, 2016, apply to the control of the safety and quality of fish, fish products and fish feeds in order to safeguard human and animal health. The Regulations provide the following definitions: aquaculture facility; aquaculture product, intended for use as human food, animal feed or raw material ingredient; batch, as a quantity of fish or fish products of the same species collected from the same production area during the same fishing or harvesting operation; bivalve molluscs; clean water; compound feed; control verification procedures; designated fish landing station; diseased fish; disinfection; factory vessel; fish feed; fishery enterprise; fish product; hazard analysis critical control point; marine biotoxins, as poisonous substances accumulated by fish and bivalve molluscs; packaging; placing on the market; potable water; processed products; risk assessment; traceability; veterinary drug; veterinary officer.
Matters covered by these Regulations concern: official control entities and assessment by the competent authority; informing the public of the risk to human or animal health; report on official controls; monitoring activity and functions of a fisheries inspector, including: check on good hygiene practices, water quality standards and traceability of fish products; approval for establishment and use of a fishery enterprise; official control of landing, movement and handling of live fish and fish products; inspection of a fishery enterprise; health certificate issued by a veterinary officer; health conditions of fish for production and placing on the market; specific requirements for bivalve molluscs; protection of selected species, by preventing their placing on the market; prescription for using drugs, veterinary medicines and antibiotics in aquaculture; general and specific requirements for import and export of fish, fish products and fish feed; standards for accredited laboratories; issuance of permits, licences and certificates.
