Abstract
This updated Nationally Determined Contribution moves from the frequency and intensity of extreme weather events and successive impacts of climate change on Kenyan economy resulting to great socio-economic losses. Therefore, considered Kenya’s dependence on climate sensitive natural resources, the Country has set out this Contribution to pursue its low carbon climate resilient development pathway. After a background and an overview of previous policies, actions and measures undertaken, national circumstances and figures, policy, legal and institutional framework, the Document focuses on the revision process, both considering climate change reporting and the alignment of previous NDC with Sustainable Development Goals. This updated Nationally Determined Contribution is elaborated in accordance with paragraphs 22-35 of decisions 1/CP.21 and 4/CMA.1 and its annex and has been informed by a more detailed and robust assessment of mitigation and adaptation measures, in depth analysis, improved information and data, and an extensive stakeholder consultation process.
Concerning mitigation components’ goals, the NDC seeks to abate greenhouse gases emissions by 32% by 2030 in line with Kenya’s sustainable development agenda through a low carbon and climate resilient development pathway, covering the following sectors: energy; industrial processes and product use; agriculture; land-use; forestry; waste, and dealing with the following gases: Carbon dioxide (CO2); methane (CH4); and nitrous oxide (N2O). The NDC tries to bear 21% of the mitigation costs from domestic sources and the remaining 79% from international support, in the form of finance, technology, development and transfer and capacity building.
The most relevant mitigation activities included in the NDC are: increasing of renewables in the electricity generation mix of the national grid; enhancement of energy and resource efficiency across the different sectors; achievement of a tree coverage of at least 10% of the Country land area; achievement of land degradation neutrality; scaling up Nature Based Solution (NSB) for mitigation; enhancement of REDD+ activities; clean, efficient and sustainable energy technologies to reduce over-reliance on fossil and non-sustainable biomass fuels; low carbon and efficient transportation systems; climate smart agriculture; sustainable waste management system; harness the mitigation benefits of the sustainable blue economy, including coastal carbon Payment for Ecosystem Services (PES). Concerning adaptation and losses and damages prevention’s goals, the NDC aims to ensure a climate resilient society through mainstreaming climate change adaptation into Development Plans and implementing the following adaptation actions: enhancing the adaptive capacity and climate resilience both at national and local level and across all the sectors of the economy: disaster risk reduction, agriculture, environment, energy and infrastructure, water and sanitation, health, population and urbanisation, gender, youth and other vulnerable groups, tourism, private sector; enhancing climate resilience of local communities through financing of locally led climate change actions; enhance uptake of adaptation technology especially of women, youth and other vulnerable groups, incorporating scientific and indigenous knowledge; enhancing investment in ocean and blue economy.
