Abstract
This Vihiga County Climate Change Action Plan 2023-2027 shall coordinate the County’s Climate Change adaptation and mitigation actions. The main objective of the Plan is to guide planning, identification of priority areas, budgeting and implementation of climate action in Vihiga County. The Plan sets up a strategic framework for the County contribution towards the achievement of Kenya’s Nationally Determined Contribution (NDC) under the Paris Agreement through addressing climate risks and enhancing resilience across sectors such as agriculture, water, environment, health and disaster management.
Developed through a participatory process involving community consultations and technical assessments, the Plan identifies key climate hazards including erratic rainfall, prolonged dry spells, floods, landslides, and emerging pests and diseases. These risks threaten food security, biodiversity, and community livelihoods. The Plan prioritizes sectoral strategies such as climate-smart agriculture, integrated watershed management, afforestation, renewable energy use, and improved disaster risk reduction through early warning systems and contingency planning. To ensure implementation, the Plan establishes a robust governance structure, from the County Climate Change Steering Committee to Ward-level committees, ensuring community-driven decision-making. It sets a financing target of KES 1.171 billion, with 34.2% expected from the County Climate Change Fund and another 34.2% from the FLLoCA program, while the rest will come from partnerships with government agencies, civil society, faith-based organizations, and the private sector. The Plan also emphasizes monitoring, reporting, , capacity building and verification to ensure accountability.
