Physical Planning Act, 1996 (Cap. 286).

This Act provides rules for physical planning in Kenya, establishes Physical Planning Liaison Committees, provides for the appointment of the Director of Physical Planning, requires regional and local authorities to adopt Physical Development Plans in accordance with this Act and provides for control of development and subdivision of land.
The Director shall, among other things: (a) formulate development policies, guidelines and strategies; (b) advise the Commissioner of Lands on matters concerning alienation of land under the Government Lands Act and the Trust Land Act; and (c) advise the Commissioner of Lands and local authorities on the most appropriate use of land including land management. The Liaison Committee shall, among other things, determine development applications which may have injurious impact on the environment.
If a local authority is of the opinion that proposals for a development activity will have injurious impact on the environment, the applicant shall be required to submit together with the application an environmental impact assessment report. No private land may be subdivided except in accordance with the requirements of a local physical development plan approved in relation to the area in which the land is situated. No subdivision, consolidation, lease or renewal of lease of an unalienated Government Land or Trust Land or of a private land shall be effected without due regard being had to the requirements of the relevant physical development plan.
