Abstract
These Regulations implement provisions of the Water Act, no. 43 of 2016 concerning water harvesting systems and storage and waterworks and shall apply to: public and private waterworks for water harvesting and storage; reservoirs for impounding surface run-off and for regulating stream flows to synchronise such waterworks with water demand patterns; structures and devices for flood control and management, in order to create a framework for the development, management and classification of dams and other water works, and for climate change, flood mitigation and water harvesting. The Regulations cover the following matters: classification of dams; development and management of national public waterworks; public private partnerships venture; water rights for storage; requirements for construction of dams, including: water use permit, environmental impact assessment, feasibility study; release and use of water from dams; maintenance and management of dams; requirements for construction of flood control works; emergency management plans; strategic water emergency interventions and drought response plan; water supply and demand management; national water resources and flood control data; climate change action plan; water harvesting and methods for collecting rainwater.
