West Pokot County Climate Change Fund Act, no. 1 of 2021

This Act, divided into nine Parts, provides for: enhancing climate resilience through development, management, implementation, regulation and monitoring of adaptation and mitigation measures and actions; mainstreaming climate change responses into development planning climate, decision making and implementation; implementing coordinated and integrated response to climate change and its impacts by all actors and stakeholders; supporting and facilitating community-based and community-initiated adaptation and mitigation activities; incentives for the private sector to contribute to achievement of low carbon climate resilient development; strengthening public participation in climate change response; establishing frameworks and mechanisms for mobilisation and accountable management of financial and other resources for climate change response; promoting and facilitating climate change research and development, innovations, technology development, training and capacity building; integrating climate change into the exercise of power and functions of all levels of the county government.
Matters covered by this Act include: institutional framework and establishment of Committees and Units; measures and targeted actions for responding to climate change, including: preparation and approval of County Climate Change Action Plan; duties of public and private entities relating to climate change; monitoring and reporting activities; public participation and access to information; establishment and sources of a climate change fund; disbursement of the fund and project eligibility criteria; financial provisions; offences and penalties.
