Decision No. 448 of the Cabinet of Ministers validating the Regulation on the procedure for allocation of state subsidies to seed farms.

This Regulation establishes the procedure for providing state subsidies from the national budget to seed farms with official status for the production and sale of seeds of priority agricultural crops. The main criteria when selecting a seed farm for the supply of subsidized seeds are: (a) presence of the status of a seed farm, assigned in the prescribed manner; (b) no debt on tax and rent payments to local governments and insurance contributions in accordance with the national legislation in the field of state social insurance, as well as no overdue debt on budget loans; (c) carrying out variety renewal and variety change according to the schemes adopted in the Kyrgyz Republic, in accordance with the Law “On Seeds”; (d) the presence in the structure of seed sown areas for the production of seeds of varieties and hybrids of priority agricultural crops included in the State Register of plant varieties and hybrids approved for use in the national territory, as well as scarce and promising varieties of agricultural crops, according to the authorized state body in the field of certification of seeds, planting material, testing and registration of varieties; (e) availability of volume of certified seeds of priority agricultural crops with high varietal and sowing qualities, determined by the authorized state body in the field of agriculture, in physical terms (tons), based on the results of a field inspection by specialists of the authorized state body in the field of certification of seeds, planting material, testing and registration of varieties; (f) providing recipients with certified and treated seeds of priority agricultural crops against smut diseases; (g) release of treated seed material in containers with a standard label. Determination of quotas for varietal certified seeds of priority agricultural crops is carried out by the authorized state body in the field of agriculture, based on the goals of ensuring the country's food security.
