Governmental Decree No. 11 validating the Regulation on the Department of Biodiversity Conservation and Protected Areas of the State Agency for Environmental Protection and Forestry under the Government of the Kyrgyz Republic.

This Regulation defines legal and organizational basis for the activities of the Department, its objectives, tasks, functions and powers. The Department performs its activities in the field of conservation, reproduction and use of biodiversity and development of a network of protected areas. The main objective of the Department's activities shall be conservation, reproduction and rational use of biological diversity, ensuring the sustainable functioning and development of the network of protected natural areas. The main tasks of the Department shall be as follows: (a) implementation of the state policy in the sphere of biodiversity conservation, reproduction and use; (b) implementation of the state policy in the sphere of sustainable functioning and development of the protected areas network; (c) organization and implementation of scientific research in the sphere of biodiversity resources assessment, analysis and forecasting of changes; (d) study of all natural objects and complexes, natural processes and phenomena in protected areas; (e) making proposals on development and implementation of national and international projects and programs, agreements and treaties; (f) ensuring biological and landscape diversity, maintaining ecological balance in the system of protected areas; (g) promoting the rational use of biodiversity species; and (h) raising the degree (level) of awareness of state bodies, local state administration and local self-government, the population and other stakeholders on the state of biodiversity and on the activities of protected areas.
