Law No. 195 “On licensing and authorization system”.

This Law establishes the modalities of licensing of some activities, actions and operations with a view of preventing damages to human life, health environment and property. It lists exhaustive pattern of licences and permits. Licensing shall be based upon the following principles: (a) transparency and openness of licensing proceedings; (b) equality of rights between natural and legal persons as regards access to licenses; (c) licensing of activities established by acting legislation; (d) prohibition of issuance of request of additional licences for activities licensed in accordance with the current legislation; and (e) periodical (once in five years) assessment of the results of licensing. The Law, among other things, requires a license in order to produce and sell vaccines in the field of veterinary.
