Abstract
This Law establishes the legal, organizational, economic and financial framework, mechanisms for regulating relations between the state, producers, suppliers and consumers of renewable energy sources, production equipment, installations using renewable energy sources. The goals of this Law are the development and use of renewable energy sources, improvement of the energy structure, diversification of energy resources, improvement of the social situation of the population, ensuring energy security of the Kyrgyz Republic, environmental protection and sustainable economic development. The objects of regulation of this Law are the production, consumption and sale of thermal, electrical energy and fuel using renewable energy sources, as well as the production and supply of equipment and technologies in the field of renewable energy sources in the territory of the Kyrgyz Republic. State policy in the field of renewable energy sources is based on the following principles: (a) the objectives of state policy in the field of renewable energy are to strengthen energy security through increasing the share of renewable energy, developing competitive energy systems and ensuring environmental protection; (b) state policy in the field of renewable energy is implemented within the framework of national and regional programs; (c) ensuring environmental protection and rational use of natural resources, protecting public health and labor protection when implementing measures aimed at developing the renewable energy sector; (d) state support for the use of renewable energy sources; (e) creation of a system of legal, financial and economic mechanisms that ensure the economic interest of producers (consumers) of renewable energy sources, with the aim of including renewable energy sources in the fuel and energy balance; (f) attracting investments and supporting entrepreneurship; (g) guarantees for the sale of generated renewable energy; (h) ensuring the competitiveness of systems using renewable energy sources, excluding the conditions for creating an artificial monopoly in the field of renewable energy sources and renewable fuels; (i) information support of technical and technological achievements in the field of renewable energy sources; (j) broad involvement of the public and scientific and technical potential in the process of development of renewable energy sources; (k) encouraging cooperation between entities in the electricity industry and producers (consumers) of renewable energy sources for the purpose of supplying energy or replacing traditional energy; (l) encouraging activities aimed at decentralized and autonomous generation of electrical and thermal energy; (m) involvement of the population in the production and use of renewable energy equipment; (n) ensuring interdepartmental and intersectoral cooperation in the field of renewable energy sources; and (o) protection of the environment, prevention of actions that entail changes in the hydrological regimes of waterbodies, and strict implementation of reclamation measures, preservation of natural fish spawning grounds, wintering pits, spawning migration routes, and, if necessary, construction of fish passages for anadromous fish species. The Cabinet of Ministers promotes the use of renewable energy sources by: (a) encouraging activities for the installation and use of solar energy system equipment for hot water supply, heating, cooling and electricity generation; (b) encouraging activities to install and create a network of biogas plants for the rational use of organic waste from agricultural production and processing industry; and (c) implementation of a guaranteed purchase of electrical energy obtained using renewable energy sources and which is subject to a coefficient of 1.3.
