Abstract
This Code provides for management and protection of environment and natural resources in Cambodia. It consists of 865 Articles across twelve books: 1. General provisions; 2. Environmental Management and Sustainable Mechanism; 3. Environmental Protection; 4. Management of Natural Protected Areas and Management of Coastal, Island and Marine Natural Resources; 5. Environmental Assessment; 6. Liability for Environmental and Natural Resources Harm; 7. Environmental Education, Research, Science, Technology, Innovation and Awareness; 8. Economic and Financial Rules, Environmental Fees and Funds; 9. Environmental and Natural Resources Dispute Resolutions; 10. Penalty Provisions; 11. Transitional Provisions; and 12. Final Provisions.
Book 1 contains general provisions including roles and duties of the ministry responsible for environment and natural resources, policy development, principles such as polluters pay, public participation and precautionary principle. Book 2 makes provisions relating to disaster risk reduction and management, biodiversity resources, biosafety and trade of living modified organisms, access and benefit sharing of genetic resources, sustainable use of ecosystem services, climate change response including financing, emission reduction and reporting, environmental land use planning, sustainable consumption and production, sustainable energy and responsible extractive industries. Book 3 provides for waste management obligation, pollution control measures, control of hazardous substance release, solid, plastics and industrial waste management, water and marine pollution control, air pollution and management of ozone-depleting substance.
Book 4 aims to ensure the management, protection, and conservation of natural resources sustainably to preserve cultural and natural heritages. It makes provisions in respect of establishment and management of natural protected areas including national parks, wildlife sanctuaries and natural heritage sites. Further, management and sustainable use of natural resources including watershed, water resources, river basins, forests, wild plants habitats and wildlife, fisheries, minerals, coastal and marine natural resources are also provided. Book 5 contains requirements and procedures relating to strategic environmental assessment, environment impact assessment, environment management plan and environment audit.
Book 6 provides for prevention, restoration and compensation for damage to environmental and natural resources. Book 7 aims to promote environmental education and awareness, scientific research, technological development and innovation. Book 8 defines economic rules, financial rules, fees and environmental funds. Book 9 contains provisions for environmental and natural resources dispute resolution, officials and inspectors. Book 10 provides for administrative and criminal offences and penalties.

Entry into force notes
This Code shall be applicable one year after its entry into force (art. 865).
Notes
During the application of this Code, only the incompatible parts of the provisions of other laws in force shall have no effect from the date of the application of this Code. All provisions of this Code shall be applicable if there are no separate rules provided by a special law. (art. 864).
