Abstract
The Act provides for a national environment policy, national and regional environment plans, assessment of impact on the environment of projects and activities, management of natural resources, monitoring, data collection and inspection, participation of the public in relation with the environment. It also prescribes penalties for offences defined in this Act. National and regional environment plans shall be adopted by central government upon proposals of the Ministry of Environment. Regional plans shall be consistent with the national plan. All plans shall be reviewed at least every 5 years. The national plan shall identify important environmental issues and set forth measures of environmental management (arts. 2-5). Article 6 sets out the principals of impact assessment. Articles 8 to 11 outline principles of management of natural resources including wildlife, fisheries, and forestry. Article 12 concerns control of pollution. An Environment Endowment Fund is established under section 20.
