Abstract
This Inter-ministerial Prakas by the Cambodian Ministries of Environment and Mines and Energy, establishes a classification system for environmental assessments of construction and small-scale mining projects. Mining operators must secure an Environmental Protection Contract (EPC), Initial Environmental Impact Assessment (IEIA), or Full EIA based on project size to obtain a valid mining license. Projects up to 1 hectare require a provincial-level EPC , while those between 1 and 10 hectares require national-level EPC approval. Larger operations between 10 and 40 hectares must conduct an IEIA , and those exceeding 40 hectares require a Full EIA. Prohibited zones are strictly off-limits, and inter-agency cooperation is mandated to prevent environmental crimes.
