Abstract
This Law, consisting of 124 articles divided into 22 Chapters and one Annex, covers the animal production and health sectors in the Kingdom of Cambodia. Its objectives are to: ensure the management and development of animal production and animal health sectors; protect human and animal health as well as animal welfare and the environment; control, prevent and eradicate the spread of animal diseases; protect and rationally use animal resources and animal breeds; ensure the sustainability of supplies of quality and safe animal products for domestic market and export.
Regulation of animal health and production sectors is under the general jurisdiction of Ministry of Agriculture, Forestry and Fisheries. Competent institutions shall prepare a development plan on animal production and health sector management policies for developing animal health and production sectors with the participation of all relevant stakeholders. The Ministry shall promote the sustainable management of animal genetic resources through measures for the conservation of indigenous breeds and new breeds and the preservation of traditional knowledge in regard to animal breeding and develop new breeds of highly productive animals.
Animal health and production sector development plan shall articulate the following important development programmes: Strengthening and expanding animal health services as well as monitoring animal disease. Development of animal production, processing and management of animal products, including animal breeding, conservation and development of animal breed genetic resources; Development of animals and animal products markets; Ensuring animal products are safe from any risks and strengthen the quality of animal products through good practice; Promotion of production of animal feed, veterinary drugs and ingredients used in animal productions; Promotion of public and private partnership in animal health and production sectors; Promotion of veterinary services, animal health information system, animal disease inspection, prevention; Promotion of animal health and control and eradication of zoonoses. Development of related infrastructure and techniques; Development of technological research programme on animal health and production; promotion of traditional knowledge in related sectors; Strengthen cooperation at national and international levels for developing animal health and production sectors.
