Abstract
The Plan of Action for Disaster Risk Reduction in Agriculture is a plan with a sectoral approach covering the period 2014-2018 and applicable at the national level. This plan builds on the vision of the SNAP 2008-2013 for Disaster Risk Reduction (DRR) of the Government of Cambodia and the Hyogo Framework for Action (HFA) for DRR. More specifically it aims to facilitate the systematic, strategic coordination and delivery of interventions for disaster risk reduction in the cropping sub-sector.
The plan aims to ensure food security through resilient agriculture. The instrument recognizes the impacts of disasters and climate change related risks on agriculture often lead to a situation of food and nutrition insecurity that affect most the poor and vulnerable people.
The plan seeks to increase the resilience of livelihoods to disasters, with specific regard to the agricultural sector. The vision is to attain resilient farming communities withstand hazards and threats and able to cope with disasters. The overall objective is to enhance capacities and resilience of farmers and communities to threats and disasters affecting agriculture and rural livelihood. The following disaster hazards are included: floods; droughts; plant pests and diseases; storm and strong wind. As mentioned above, the Plan of Action is built in line with the Strategic National Action Plan for Disaster Risk Reduction 2008-2013 (SNAP), and contributes to building the resilience of farmers and agriculture dependent communities to natural disasters through disaster risk reduction and climate change adaptation intervention in agriculture. The strategy framework for the plan consists of five priorities, as follows: 1) strengthen institutional and technical capacities for disaster risk reduction and climate change adaptation in agriculture and enhance coordination mechanisms; 2) promote and enhance early warning systems for pro-active disaster risk reduction and climate change adaptation; 3) enhance knowledge management and innovation in support of disaster risk reduction and climate change adaptation in agriculture; 4) reduce vulnerabilities to disasters by improving technical options and implementing community-based disaster risk reduction and climate change adaptation measures in agriculture; 5) strengthen effective preparedness and response capacities and the integration of disaster risk reduction and climate change adaptation into agriculture interventions.
Chapter 4 of the document defines the institutional coordination mechanism for the implementation of the Plan of Action.
