Abstract
The Strategic National Action Plan for Disaster Risk Reduction was launched by the Government of Cambodia in 2008, with an implementation period of 2008-2013. The Plan has a national coverage and takes a multi-sectoral approach to build capacities at the national and community levels, and manage the administrative and infrastructure systems in order to deal with the impact of disasters. The Plan has the following specific objectives: contribute to a common understanding, knowledge and awareness of disaster risk reduction; provide a comprehensive framework to guide and monitor the implementation of disaster risk reduction initiatives in the country; create a conducive environment for the mainstreaming of disaster risk reduction into development plans, policies and projects of the government; enhance coordination and cooperation between disaster management and development stakeholders; improve the efficiency of resource allocation and utilisation in disaster reduction; and orient donor support in disaster risk reduction to government-identified priorities.
The Plan will promote food security to enhance community resilience, particularly in areas prone to drought and flood.
The Plan will seek to develop effective programs of contingency crop planning to deal with climate variations; develop effective programs of crop diversification including the use of hazard resistant crops, to deal with shifts in climate patterns; ensure sustainable livelihoods in areas of recurrent climate risks by promoting supplementary income generation from off-farm and non-farm activities; and promote effective insurance and credit schemes to compensate for crop damage and losses to livelihoods due to natural hazards. Also, the Plan will seek the integration of disaster risk reduction to climate change adaptation programs.
The primary objective of the Plan is to reduce the vulnerability of the Cambodian people, especially the poor including those in rural areas, to the effects of natural, environmental and human-induced hazards.
The Plan will seek to ensure that disaster risk reduction is a national and a local priority; strengthen sub-national and community-based disaster risk management; identify, assess and monitor hazard risks and enhance early warning; use knowledge innovation and education to build a culture of safety and resilience; mainstreaming disaster risk reduction into policies and programs of relevant government ministries; and strengthen disaster preparedness for effective response at all levels.
All government ministries, local government units together with relevant government local institutions and agencies will implement the Plan.
