Abstract
This Sub-Decree provides for the establishment, management and use of community forests throughout the Kingdom of Cambodia.
Community Forest is a State public property. Any Cambodian local community may establish a Community Forestry (CF) Community and shall have the following duties: follow the instructions of the Forestry Administration; participate in forest resources management; monitor the use of community forest resources by secondary users; participate in conserving, protecting and planting the forest to ensure the sustainability of forest resources and environment; etc.
The Sub-Decree provides for the establishment of a Community Forestry Management Committee for each CF Community, and for its internal organization, and roles and duties. The Committee, among other duties, shall prepare a Community Forest Agreement with the involvement of the CF Community members. After the approval of the Agreement by the Forestry Administration Cantonment it shall prepare a Community Forest Management Plan detailing the procedures, regulations and measures related to the sustainable use and management of the Community Forest. The Community Forest Agreement shall grant and protect CF Community’s rights to access, use, manage, protect and benefit from forest resources in a sustainable manner.
The Sub-Decree further provides for the following matters: institutions and authorities responsible for implementing the provisions of this Sub-Decree; financial sources to support the development process of Community Forestry; offences; etc.
