Abstract
This Sub-Decree provides for rules and establishes legal procedures for the co-management of community fisheries throughout the Kingdom of Cambodia. Community Fisheries shall be established by the Department of Fisheries, Provincial/Municipal Fisheries Offices and Departments of Agriculture and by local authorities.
The Sub-Decree sets out roles, duties and rights of community fisheries and of the responsible institutions.
The Sub-Decree further provides for the establishment of the Community Fisheries Committee and defines its internal organization and its functions and duties. Functions and duties of the Committee include: examine and enter into community fishing area agreements with community fisheries to recognize and ensure rights of the community in a specific fishing area as provided for in detail in the text; and examine and approve community fishing area management plans.
The Sub-Decree also contains provisions relating to sources of finance and penal provisions.
