Abstract
These Regulations, made under provisions of the Public Health Act, Cap. 9.21, concern collection and disposal of refuse, and therefore define the following terms: disposal area; garbage, including animal or vegetable waste; refuse, including all solid waste derived from garbage, rubbish, swill, trade refuse and other waste matter; rubbish; swill; trade refuse; waste matter. The Regulations provide measures for: public cleansing services; duties to keep premises clean; private arrangements for disposal of waste and refusal; operation of incinerators; procedures in areas without cleansing service; restriction on disposal of hazardous waste; limitation on disposal of refuse in public places. The Regulations also prohibit unauthorised persons from: removing, transporting and selling refuse; Further prohibitions concern: the dumping and deposit of waste except in the approved disposal areas, and the discharge into any watercourse; the lighting of fires in any disposal area, and the burning of any refuse producing noxious odour or producing toxic substances. Specific measures concern disposal of animals and carcasses and penalties for persons guilty of offences under the provisions of the Regulations.
