Abstract
This Act, consisting of 28 sections, provides a general framework on Public Health Law and defines: diseases; drugs, as any substance or mixture of substances, used for: diagnosis, treatment, mitigation or prevention of a disease in both animals and men, correcting or modifying organic functions in men or animals, disinfecting premises where food is manufactured, prepared or kept; Environmental Health Officer; food, including beverages, and excluding water; Health Emergency Operating Centre; National Health Emergency Response Mechanism. The Act concerns: duties and functions of the Minister of Health, including measures relating to: prevention, treatment, limitation and suppression of disease, publication of reports, information and advice concerning public health, removal and correction of any condition that may be injurious to the public health, importation and sale of foods and drugs; powers of entry and inspection of premises. Further matters covered by this Act concern: establishment of Health and Sanitation districts; establishment of board and committees; appointment of public health officers and delegation of Ministerial powers; health emergency operating centres; Regulations and matters covered; general penalties.
