Abstract
These Regulations, made under provisions of the Public Health Act, Cap. 9.21, provide for specifying the following acts or omissions which constitute a nuisance under the meaning of the Act: any place, matter or thing, or deposit, or accumulation of liquid or solid matter that is so foul to be insanitary, injurious or dangerous to health; the existence of flies or mosquitoes, or other insects capable of transmitting or causing disease; the existence of rodents or other verminous animals; any condition, matter or thing, which in the opinion of the Minister may provide food for, or harbourage for, or be a breeding place for insects, rodents or other vermin; any yard or enclosure uncleaned, or kept in insanitary conditions to be dangerous to health; any water supply system not maintained in a sanitary manner, or where the water could be injurious to health; the presence on any place or premises of any waste that will serve as a receptacle for water, or as a breeding place for mosquitoes or other insects; any eaves, gutter, drain or down pipe so constructed that the water cannot drain freely and quickly away; the discharge of any slop water, or any rain water from roofs, or any wastewater whatsoever; any pollution, save in accordance with a valid permit granted by the Minister, of any stream, water course, industrial waste, or other noxious matters; the production of smoke from any combustion or refuse, or any emission from any place of business.
The Regulations also define: persons liable to conviction for an offence; information to Minister; notice requiring abatement of nuisance; duties of medical officers; penalties for persons guilty of an offence.
