Abstract
The purpose of this Act is to contribute to promoting public welfare and developing the national economy in a sustainable manner by providing for matters necessary to survey water resources; to formulate and implement water resource plans; and to efficiently manage water resources so as to ensure water resources are efficiently conserved, used, and developed and to mitigate and prevent water-related disasters.
The Minister of Environment shall survey the matters listed in Article 6 to provide information for managing river basins, formulating a national development plan, etc. The formulation of long-term comprehensive water resource plan shall be conducted every 20 years, river basin water resource management plans every 10 years, and flood control plans for specific river basins. These plans are developed in consultation with relevant administrative agencies, through public hearings, and with input from regional water resources management committees. The Act further makes provisions, inter alia, for: establishment of river basin management councils, researches on and practical use of technologies for managing water resources, international cooperation in water resources, development and utilization of alternative and auxiliary water resources through desalinizing sea water, artificially replenishing groundwater, utilizing rainwater, etc.
