Abstract
The Act aims to systematically and efficiently manage disaster resources to protect the lives and property of citizens. The state and local governments shall establish and implement policies necessary for the management of disaster management resources. The Minister of Public Administration and Security shall establish a stable supply chain management system for disaster management. When there is concern that the safety of the people may be significantly compromised due to a rapid increase in the price or shortage of disaster management resources, the Minister of Public Safety and Security may prohibit the export or overseas transport of such disaster management resources.
Other key provisions include the authority of the Minister of the Interior and Safety and local governors to require reports and inspections related to disaster management resources. This includes the ability to mandate submissions from national disaster management support companies, logistics companies, and relevant management agencies. The Act specifies that only designated national disaster management support companies can use that title, ensuring clarity and preventing misuse of the designation. It also details the responsibilities of these companies in managing and mobilizing disaster resources, with the Minister able to issue necessary preparatory measures based on the companies' capabilities. Additionally, the Act establishes the requirement for local disaster management resource integration centers to be set up and operated by local governors, with support from the central government. The Act also includes provisions for: management of disaster management assets and disaster management personnel, mobilizing disaster management resources, penalties for violations, etc.
