Abstract
The purpose of this Act is to contribute to the development of the livestock industry and to improvement in public health by preventing the outbreak or spread of contagious animal diseases. Livestock or domestic animals and contagious animal diseases are defined in article 2. The Minister for Food, Agriculture, Forestry and Fisheries shall establish the Central Animal Disease Control Council which shall perform functions described in article 9. The Minister for Food, Agriculture, Forestry and Fisheries shall formulate and implement a comprehensive plan for the development of veterinary science and technology, the development of vaccines against any communicable animal diseases and technological development for improving the quality of public health. Chapter II deals with the following matters: reporting of dead or sick animals; determination of diseases; epidemiological investigation; records of livestock trading and their preservation; disinfection equipment and disinfection obligations; isolation and order for closure of livestock raising facilities; order of slaughter; restriction on disposal of carcasses; incineration of infected objects, etc. Chapter III deals with provisions on quarantine inspection forimport and export. The State shall pay compensation to the owner of the livestock or other goods in cases described in article 48 and will give assistance in stabilization of livelihood and in expenses (arts. 49 and 50).
Entry into force notes
This Act shall enter into force six months after the date of its promulgation. The amended provision of article 17-3 (Vehicle Registration and Management of Vehicle Access Information, etc.) shall enter into force one month after the date of its promulgation and the amended provisions of art. 32 (2) (Measures for Suspension of Importation of Beef from Exporting Country where Bovine Spongiform Encephalopathy Has Broken out) and 48 (3) (livestock infected with a contagious animal disease such as foot-and-mouth disease) shall enter into on the date of its promulgation.
