Abstract
The purpose of this Act is, by conducting the appropriate quality control of agricultural products, to enhance the value of agricultural products and to contribute to increasing the income of farmers and to protecting consumers of those products.
The Act consists of 38 articles divided into 6 Chapters: General provisions (I); Standardization of agricultural products, etc. (II); Indication of places of origin, etc. (III); Inspection of agricultural products, etc. (IV); Supplementary provisions (V); Penal provisions (VI).
Agricultural products means unprocessed agricultural products, forest products, livestock products, etc. An Agricultural Products Quality Control Deliberative Committee shall be established under the Minister of Agriculture and Forestry (art. 3). The Minister of Agriculture and Forestry may prescribe the normal standards and grant quality certification of good agricultural practices (arts. 4 and 5). The Minister of Agriculture and Forestry shall implement a geographical indication registration system to foster regional specialty industry for their production, and to protect the consumers (art. 8). Article 12 deals with safety control plans to imporve the quality of agricultural products. Genetically modified agricultural products must be marked before being sold (art. 16). The Minister of Agriculture and Forestry shall conduct the inspection of agricultural products including products purchased, exported or imported by the government. The Minister of Agriculture and Forestry shall operate the system of agricultural products quality controller in order to promote a quality elevation and efficient distribution of agricultural products (art 29).
