Creation and Management of Forest Resources Act.

The purpose of this Act is to contribute to the preservation of national land, the development of national economy and the qualitative improvement of citizens' lives by securing the diverse functions of forests and promoting the sustainable preservation and utilization of forests through the development and management of forest resources.
The Act classifies forests into: national forests owned by the State; public forests owned by local governments; and private forests.
The Act makes provision for the creation and development of forest resources and for their utilization, and in particular for: sustainable forest management; classification and management of forests by functions; afforestation of damaged areas; establishment and implementation of forest management plans; registration of seeds and seedlings producers; designation and management of seed production forests; creation and management of urban forests; research of forest resources and technology development; etc.
The Act further provides for: the conservation and sustainable utilization of forest biodiversity; designation and management of protection forests; designation of a special forest protection zone; the prevention of forest fires; the establishment by the Chief of the Korea Forest Service of a Green Fund (to support facility costs necessary for the protection of the forest environment and the promotion of forest function and other expenses), of a Green Fund Management Plan and of a Green Fund Management Council; investigation and evaluation of impacts of climate change on forests and their vulnerability; penal provisions; etc.
