Abstract
The purpose of this Act is to contribute to improving public health by rationally managing the quality and hygiene of drinking water. The Act defines key categories of drinking water, assigns responsibilities to government authorities and business operators, and establishes standards for water quality monitoring and testing.
The Act regulates public drinking water facilities, water purifiers, cold and hot water dispensers, and drinking water-related businesses. It empowers the Ministry of Environment and local authorities to conduct inspections, establish quality standards, supervise compliance, and require hygienic management of facilities supplying drinking water to the public.
The Act also provides for the preservation and development of spring water and saline groundwater, including protected areas, restrictions on potentially contaminating activities, permitting procedures, environmental impact assessments, and technical examinations. It also regulates the manufacture, import, distribution, and sale of drinking water products and related equipment, together with registration, reporting, and enforcement mechanisms.
