Abstract
This decree establishes the detailed rules needed to implement Korea’s overall legal framework for regulating drinking water. It outlines the responsibilities of national and local government authorities, sets qualification requirements for officials overseeing water quality, and provides procedures for protecting water sources such as spring water and saline groundwater. The decree also defines systems for environmental impact assessments, the organization of expert committees, and the delegation of authority among central and regional administrative bodies.
The decree regulates the permitting and management of spring water development, the designation of preservation and management areas, and the imposition of water quality improvement charges on developers, manufacturers, and importers of drinking water. It also sets standards for quality managers, advertising restrictions, recall requirements, penalty surcharges, administrative fines, and processes for public notices regarding violations.
