Abstract
The purpose of this Decree is to prescribe matters necessary for the enforcement of the Toxic Chemicals Control Act.
The Decree specifies the criteria for the designation of poisonous substances and substances under observation, and formulates basic plans for the control of toxic chemicals.
The Decree defines functions and composition of the Toxic Chemicals Countermeasure Committee.
The Decree specifies which chemicals may be exempt from examination of harmfulness and chemicals subject to assessment of harmfulness. It provides for poisonous substances of restricted or prohibited substances which may be exempt from the following: from import declaration on poisonous substances; from registration for poisonous substance businesses; from report of manufacture and importation of substances under observation; from acquisition of licences for restricted or prohibited substnces; etc. The Decree further provides for fines, delegation and entrustment of authorities, and with provisions of miscellaneous nature.
