Abstract
The purpose of this Act is to contribute to the development of national economy and the improvement of national welfare, by determining the Government's basic policy and its directions for the rational management, preservation, development and utilization of the sea and marine resources, and the fostering of marine industries. The Government shall establish mid-and-long-term policy objectives and directions thereof concerning marine fishery development and formulate and implement every 10 years the basic policies for marine fishery development. The Marine Fishery Development Committee shall be established under the control of the Prime Minister in order to deliberate on the basic plan and the important policies on the marine development, etc. In order to preserve and manage the marine environment the Government shall adopt policies necessary for developing marine safety technologies, improving marine traffic environment and securing the safety of the ships. In order to explore, develop, manage and preserve marine living resources the Government shall conduct scientific investigation and observation on the sea, improve fishing and processing technology, promote the efficient international cooperation, such as the establishment of the organization for technological cooperation, information exchange, joint survey and research concerning the marine development, etc. The Government shall devise and implement policies required for the fosterage of maritime traffic industry and the development of harbour industry, for the expansion of harbour facilities and fishing port facilities and for the fosterage of fisheries that are compatible with ecological conditions and environment-friendly. The Government may establish and foster research institutes and training and educational institutes.
