Abstract
This Law aims at promoting the agricultural development of the country by facilitating the production and processing of improved seeds of the major crops. The Law shall apply to the seeds of paddy rice, upland rice, barley, wheat, soybeans, potato and other agricultural crops. The production of improved seeds shall be under the direction of the Minister of Agriculture and Fisheries. The latter shall be responsible for the designation of seed farms, the inspection of seed farms and the performance of seed tests. The sale of seeds is subject to the issuance of a licence by the Minister. The export or import of seeds must be approved by the Minister, except in the case of import or export for research purposes. Furthermore, the Law concerns the establishment and management of the Revolving Fund for Seeds. Final provisions establish the penalties to be applied in case of contravention.
Entry into force notes
The Law shall enter into force on the date of promulgation.
