Abstract
This Act provides for matters concerning the designation, conservation and management of natural parks with the aim of preserving the natural ecosystem, the nature and the cultural scenery, etc. The Act consists of 86 articles divided into 8 Chapters: General provisions (I); Designation of natural parks and park committee (II); Basic park planning and park planning (III); Conservation of natural parks (IV); Collection of expenses (V); Korea National Park Service (VI); Supplementary provisions (VII); Penal provisions (VIII).
The State and local governments shall designate areas characterized by an excellent natural ecosystem as natural parks, and conserve and manage such designated natural parks so as to be exploited continuously. The Minister of Environment, the Mayor/Do governor or the head of Gun are all charged with the duty of designating and managing the natural parks. A park committee shall be established in every park management authority to deliberate on matters as described in article 10. Park planning for natural parks, Do parks and Gun parks shall contain matters listed in article 17. Every park management authority shall determine the specific use district i.e. nature conservation district, natural environment district, etc. in the park planning in order to conserve and exploit natural parks effectively. Any of the acts described in article 23 shall obtain permission form a park management authority. Acts prohibited in natural parks are specified in article 27. Any park management authority may collect admission fees, usage fees or occupancy fees (arts. 37 and 38). A Korea National Park Service shall be established to conserve the national parks, to survey and research park resources, to install and manage park facilities, to clean up natural parks, to guide and publicize the utilization of natural parks and to efficiently facilitate park management projects prescribed by the Presidential Decree.
