Abstract
The Law aims at promoting agricultural production, through the protection of plants from harmful organisms. It is divided into the following Chapters: General Provisions (I); Quarantine of International Plants (II); Quarantine of Domestic Plants (III); Prevention and Extermination (IV); Miscellaneous Rules (V); Penal Provisions (VI). With a view to control the import and export of plants and protect the plants already introduced into the country, the Law provides for (a) the performance of inspections and issuance of health certificates by the competent plant protection officials; and (b) the disinfection or destruction of infected plants. Article 20 establishes the right of compensation for loss caused by the implementation of this Law. The Minister of Agriculture and Forestry shall formulate a "prevention and extermination plan" to be carried out by local governments and farmers, either individually or associated.
