Abstract
Due to rising demand and increased governmental support, especially in response to extreme climate conditions, the Ministry of Electricity and Water updated the electricity and water tariff system to reflect current consumption trends and to reduce waste. The new Law, consisting of 6 articles, introduces a revised tariff structure for electricity and water, as outlined in attached tables, with the Ministry responsible for collection. The Law allows for incentives for citizens who actively reduce their consumption, offering rewards like discounts or waived charges based on annual savings. Additionally, Kuwaiti citizens living in investment housing are now billed at the same rates as those in private residences, provided they don’t receive subsidies for another property. The tariff will apply first to commercial properties, followed by investment, government, and finally industrial and agricultural sectors.

Entry into force notes
This Law enters into force in successive stages starting 1 year from the date of its publication in the Official Gazette, according to the following timetable (i) the commercial sector after 1 year; (ii) the investment sector after 1 year and 3 months; (iii) the government sector after 1 year and 6 months; (iv) the industrial and agricultural sector after 1 year and 9 months;
