Abstract
These Regulation consisting of 9 articles set a maximum limit on electricity and water tariffs as detailed in the tables attached to the Law, with the Ministry responsible for issuing bills, collecting payments. Non-domestic tariffs apply to industrial, government, and commercial sectors with power demand above 500 kW. Agricultural and industrial facilities are recognized as productive if certified annually by the relevant authorities. The Minister may introduce conservation programs, offering incentives to citizens who reduce consumption, such as awareness campaigns, energy-saving devices, and discounts. Kuwaiti citizens in investment properties are eligible for the same tariff as private housing for one unit only, provided they do not receive other housing subsidies and submit verification documents. The Minister may form a Committee to review tariff policies, including representatives from the Ministries of Finance, Commerce, and Justice. Final decisions on tariffs will be issued by the Minister.
