Decree No. 151 of 2015 in the Implementing Regulations of the Veterinary Quarantine Law of the GCC States promulgated by Law No (2) for the year 2013

This Regulation consisting of 14 articles aims at organizing both import and export of animal products into Kuwait considered as a GCC State member. Responsible for the implementation of the Veterinary Quarantine Law is the Minister supervising the Public Authority for Agriculture Affairs and Fish Resources.
The Regulation establishes that (i) to import or export animals, animal products, animal waste or veterinary preparations from and to GCC Member States it is necessary to apply to the Authority in accordance with the form prepared for obtaining the necessary license; (ii) the authorization to the animal import will be issued after having communicated to the Authority a series of data, listed in the art.3 of the Regulation; (iii) it is prohibited to import the following 1. endangered wild animal; 2. wild carnivorous animals (predators); 3. toxic reptiles and the ones dangerous to human life; 4. wild animals of the rank of primates (monkeys) of all kinds; (iv) entry and exit occur through the indicated points; (v) the imported species shall be subject to the veterinary quarantine conditions of the Authority if the consignment is accompanied by a recent veterinary certificate corresponding to the requirements of the veterinary quarantine of the exporting country and a CITES certificate; (vi) in absence of the necessary conditions in the health certificate, imported animals are subject to veterinary quarantine to ensure that they are free of diseases and that their importation is not banned; (vii) the importer is obliged to return the consignment to the destination at his own expense in case of infection with an epidemic disease or from an infected source, or if a ban is imposed on importing from the exporting countries; and (viii) the animal will be executed in accordance with the health procedures if the shipment cannot be returned.
