Decree No.87 of 2010 on the Executive Regulations of the Pesticides Act in the State of Kuwait.

This Regulation consisting of 60 articles divided in IX Chapters aims at regulating use and circulation of pesticides in Kuwait. The competent Authority in the sector is the Public Authority for Agriculture Affairs and Fish Resources.
The Regulation provides for (i) registration of agricultural pesticides, for which a committee is set up at the Authority, with the following main tasks: studying applications for registration or re-registration of agricultural pesticides, adoption of pesticides registration forms, identification of agricultural pesticides that are allowed to be included in the registration program, evaluation of effectiveness and impact of registered agricultural pesticides on human, animal and environmental health, and definition of chemical, biological and environmental standards for pesticides permitted, together with rules to stop the importation and use of those which are ascertained to exceed the aforementioned standards or potentially dangerous; (ii) import, production, and trade of agricultural pesticides only thorough a registration system; (iii) field and laboratory tests to verify the conformity to the chemical, natural and biological specifications contained in the accompanying documents of the registration application, and consequent issuance of agricultural pesticide registration certificate valid for three years; (iv) rules for pesticide packaging and labels; (v) conditions to be met for manufacturing and preparation of agricultural pesticides, such as be registered and authorized by the competent Authority to be manufactured or prepared; (vi) conditions to set up a pesticide plant; (vii) conditions and methods for the use of agricultural pesticides; (viii) method of analysis of the pesticides; (ix) conditions for import, export, inspection and release of agricultural pesticides; (x) safety procedures for workers in the trading of agricultural pesticides; (xi) conditions for transport, storage and sale of agricultural pesticides; and (xii) disposal of agricultural pesticides.
