Abstract
Housing and communal services (public utilities) are one of the main benefits of life that determine the standard of living of the population, since satisfaction with them or the need for them is felt especially acutely by the population. The housing and communal services sector consists of 2 main interconnected elements: (1) the communal sector, which includes systems providing water, gas, heat, electricity and sanitation, improvement and maintenance of public facilities and the territory of settlements; ad (2) the housing sector, which includes multi-storey residential buildings and individual housing construction, which are the main consumers of utilities. Issues of providing public services to the population are regulated by the requirements stipulated by national and state standards, sanitary and epidemiological requirements, technical regulations and regulatory legal acts in relevant areas.
In the country as a whole, the share of waste sorting and recycling is extremely small, and at the same time there is no capacity to generate green energy. Introduction of technology for separate collection of municipal (domestic) waste using two- and three-container systems will significantly reduce environmental pollution and air pollution around the region by reducing the formation of toxic gases at the waste dumping grounds. The authorized body in the field of ecology will take systematic measures to preventing the formation of spontaneous landfills and eliminating existing ones through implementation of regulatory requirements, licensing of enterprises engaged in processing and disposal of hazardous waste, formation of an environmental culture and education, implementation of digitalization of environmental information, systems for separate collection and recycling of domestic waste.
Concept for the development of public utility infrastructure for 2023 – 2029 was developed in accordance with the State System planning in the Republic of Kazakhstan and determines the main directions providing the population with comfortable living conditions. The measures taken will be aimed at updating and expanding housing fund, modernization and development of communal infrastructure, implemented intelligent systems and digital technologies are aimed at satisfying basic expectations and interests of the country's population and contribute to increasing equal access to basic life services. Revision of approaches in the formation of tariff policy will ensure the attraction of investments in the public utility sector.
The fundamental principles for the development of housing and communal services infrastructure are: (a) the principle of “human-centricity” – ensuring the minimum mandatory level of accessibility of objects and services (benefits) to the population depending on the type (city, village) and size (population) of settlements; (b) the principle of consistency and efficiency – consideration of all elements for ensuring interaction and minimizing costs, including the development of social partnerships, technical, tariff policies and institutional reforms, aimed at improving the quality of basic life services; (c) the principle of reliable operation and environmental friendliness - development should be aimed at the operation of municipal infrastructure and residential buildings at the same time ensuring their normal technical condition, safe and comfortable living conditions in compliance with sanitary and technical standards and construction requirements.
